May 1989 Jackson/Vanik Amendment
The following resolution was passed regarding a proposed temporary waiver of 1975 U.S. sanctions on the Soviet Union, in recognition of the improvement in restrictions on emigration:
Recommendation made that the waiver of the Jackson/Vanik bill be sought on the fulfillment of the following conditions:
• That emigration continues at a high and a sustained rate with particular attention to long-term refuseniks (those denied the right to emigrate);
That there be a codification of legislation concerning emigration. This would include the elimination of “state security” as an open-ended rationale for denying emigration rights.
